The APNU+AFC Coalition on Sunday unveiled several policies and offered assurances that it would put in place if it wins the next elections.

The party took its Unity Rally to the Corentyne Village of Whim and brought out thousands of Berbicians and other citizens.

Both David Granger and Moses Nagamootoo, the coalition’s Presidential and Prime Ministerial Candidates respectively promised residents that not only will an APNU+AFC government make the Corentyne safer with special emphasis on piracy but will make the region the “cutting edge” of the economy.

Crime has been one of the major issues affecting the Corentyne region for years.

The coalition also promised a possible 50% reduction in the Berbice Bridge toll and continued support for the sugar and rice industries along with other entrepreneurial initiatives. The coalition made it clear that the sugar industry will not be closed.

Granger paid special attention to security and said the ruling Party has taken Corentyne for granted for way too long, regarding it as a
vote farm while the region continues to suffer at the hands of criminals. He said residents have been migrating in droves to other parts of the country and across the world.

He promised to tackle the high incidents of traffic accidents, eradicate piracy and improve police response time to emergencies and everyday criminal activity.  


“I have come back to Corentyne with a sense of vision to clean up this mess that the PPP has left,” Granger said as he rolled out his own plan for economic development of the region and the country at large.

Mr. Granger reiterated his plan for improvement of education. He said the APNU+AFC plans to create value added enterprises which is expected to increase employment and generate more revenue. He said Corentyne is an unhappy place for many with the frequent incidents of suicide but noted it is an issue an APNU+AFC government will also seek to address.

Meanwhile, Mr. Nagamootoo who defended his political career as one characterized by honesty and humility told the home crowd that the coalition will formalize a code of conduct for all its ministers and public officials to ensure they serve the will of the Guyanese people with respect.

He promised too that the coalition will set a date for the holding of long overdue local government elections, increasing public servants salary by 10% and increase old age pension within the first 100 days in office.

Nagamootoo also spoke of opening lands in the region for various types of agricultural initiatives. The coalition speakers were adamant that the ruling Party has mismanaged the country and fostered racial hostility but says its national unity government will deliver a better life for all Guyanese.

Guyanese braved a cold New York Friday night to meet with the APNU+AFC Presidential and Prime Ministerial Candidates.

The fundraising event was held at the Woodbine Hall in Brooklyn and the Guyanese who gathered there were told by the candidates that “it is time for Guyana to change”.

Presidential Candidate David Granger told the gathering that an APNU+AFC government would set up a Department of the Diaspora which would focus on the needs of Guyanese living overseas who still have an interest in Guyana and who still want to return to Guyana and invest or remigrate. That department, according to Mr. Granger, will allow Guyanese who live overseas to be more connected to business back home and to prepare a path for them that would make doing business in Guyana much easier...

Mr. Granger told the gathering that the APNU+AFC team offers hope for a new Guyana and he wants that hope to be embraced by Guyanese at home and abroad.

“North America, tonight I bring you a message of hope.But I want you to understand that this is a sober decision that we have made. It is good to have fun but the possession of our nation is what is at stake. We want to ensure that every Guyanese child could have that good life to which you aspire”, Granger said.

He said he gets very emotional about Guyana because the country should not be at the bottom of the ladder of human development, and the country does not have to be crime ridden and poverty stricken. “These things have been brought about because a few greedy men have been depriving a large number of needy people of a good life. The greedy must not overwhelm the needy and this is what the PPP has been doing for the past 23 years.”


Granger’s running mate, Prime Ministerial Candidate Moses Nagamootoo told the crowd that Guyana has moved away from the dreams of its fore-parents and it was now time to rescue the nation from the PPP.
According to Nagamootoo, the struggle ahead will be tough but it  is one that could be won.

He said the APNU+AFC Coalition is seeking victory for the small man because “indeed we are fighting Goliath who has imbibed in the ass kicking culture because they know that culture well because you can kick if you know to receive kick backs.”

The audience was told that Guyana needs national unity and a system whereby the winner does not take all.  That system is what the APNU+AFC has to offer.

APNU AFC team unity willl be in the USA this weekend

TEAM UNITY IN USA: Over this weekend APNU+AFC team unity Guyana will be in Florida, New Jersey, and in New York on a meet and greet elections tour.

I will join Presidential Candidate David Granger for events in Brooklyn and Queens, where thousands of Guyanese live. 

On Sunday, between 2 and 5 pm, we will attend an open forum at the Narissa Palace, 116-36 Rockaway Boulevard, between South Ozone Park and Richmond Hill.

We will share our plans for investment, and concessions for Guyanese who wish to return to Guyana.
Guyanese in the diaspora have requested meetings with the Coalition, which is certain to be the new government after May 11, for us to say what are our plans to tackle the crime and unemployment situation, and to fight widespread corruption. 

I am hoping to re-unite not only with family members, but with friends and old comrades. 
It is time in Guyana for a Government of National Unity!

The average Guyanese voter will wake up on the morning of the 11 May 2015 with the fate of the new Guyana in his or her hands. As she or he brushes the teeth and looks in the mirror thoughts of the power of this day will flow into that voter’s mind. That voter will have to face up to the two greatest barriers preventing the average person from achieving success—fear and doubt.

I love a song made by Max Romeo in Jamaica in the early 70’s. (This will make the young see me as a fossil!). It was the song that awoke the masses of Jamaica and propelled Michael Manley and the PNP to power in 1972. It was called ‘Let the power fall on I’  ( Lyrics here )It is a tremendous invocation—a calling of the supreme power to flow through one.

So as I see this voter pondering about the day I hear in my mind:

Alliances and Coalitions in Guyana--Moses Nagamootoo

Dear Editor,

It is with some reluctance that I have decided to engage Mr. Hydar Ally after reading his letter captioned `The AFC has taken a big political gamble’ which appeared in the SN of February 27th.

Mr. Ally said that political analysts were of the view that the alliance with APNU could very well be the end of the AFC.

Well, Sir, for a political scientist you have taken too much liberty to pronounce the death sentence based on self-serving views of “political pundits”, all of whom I presume are “Chatrees”. I trust that you could find equally authoritative pronouncements by Dr. Cheddi (Joey) Jagan and Mr. Ralph Ramkarran, both of whom were PPP/C candidates in 2011, but who believe sincerely that a national coalition is the way to go.

May I remind you that you were a part of the PPP’s leadership when it decided to form a Coalition Government with the PNC during 1975-1977 (National Patriotic Front/Government) and again, in 1985.

Did Mr. Ally see a PPP/PNC merger, as Dr. Jagan wanted, as “political suicide”? What was it, Mr. Ally, “political opportunism”?

Cheddi Jagan never gave up on his quest for political alliances and inclusive governance. If it was good whilst he was alive, it cannot be bad now.

The truth of the matter is that Freedom House is both baffled by and jealous over the fact that such an alliance could be possible, and that the momentum in support of it objectively says that this is what Guyana was waiting for. PPP, sadly, missed the opportunity to forge unity even when common sense and political necessity had required it, after the 2011 election.

Mr. Ally knows only too well my own unyielding efforts in the PPP leadership to define and include in the party’s Political Programme the need for a State of National Democracy, which is a multi-party, multi-ethnic and multi-class state, to symbolize genuine people’s power. But the post-Jagan, pseudo-leaders never implemented this policy. It issued a diluted version that there would be a PPP-PNC coalition only after trust has been established between the parties.

Our unsavory, contemporary history shows how Jagan and Burnham became political opponents since 1955, when the “split” took place, which created PPP and PNC. It also created what unfortunately have become Indo and Afro Guyanese political tribes. Yet, in 1964 when Cheddi Jagan was Premier, he offered Burnham 50% of his Cabinet. There were talks about rotating the premiership.

By 1985 Cheddi Jagan was ready to work with Forbes Burnham as President, whilst he was to be Prime Minister. Had that PNC-PPP Coalition been realized, Dr. Jagan would have become President of Guyana at the death of Burnham in 1985. Jagan would have been President of a United Government, seven years earlier than he was, and perhaps the PPP would have been spared the Jagdeoite curse that descended upon it.

Mr. Ally says: “The Alliance for Change has taken a big political gamble…” Yes, there is nothing certain about political alliances, as the PPP’s own experiences have shown. During 1989-1990, the PPP sought merger in the Patriotic Coalition for Democracy (PCD) with WPA, PDM, DLM and a variety of political fringe groups. I was part of the PPP negotiating team with instructions to offer the motley grouping the Prime Minister portfolio, 50% of the cabinet and 50% of the electoral slate. The grouping rejected the offer, and demanded the presidency. The PCD talks collapsed.

However, the AFC was able to negotiate an honourable agreement with APNU in which it secured the Prime Minister portfolio, two Vice Presidents, and strategic ministries including Agriculture, Home Affairs and Public Works as well as the guarantee of a minimum of 12 seats in the National Assembly – win, lose or draw. On the basis of proportionality, the AFC secures a 40:60 formula for power sharing with APNU, which comprises five political parties.

The corrupt, minority PPP regime has placed our country at grave risk, and the historic initiative of the AFC to build national unity could pull us back from the brink.

As I told you, my friend, the PPP can stay on the sideline and gripe about the AFC-APNU alliance, or come on board the Freedom Train that leads towards ethnic healing and national reconciliation. If Sri Lanka can do it, after years of fighting, so can we!

A United Slate will win in Guyana--Moses Nagamootoo

AFC-mania afire! Well, it has caught on at last, that AFC is leading the change, not only of a minority government, but in the way detractors see us. AFC has taken centre-stage before but especially after the Valentine Day (Cummingsburg) Accord, and more particularly after the historic handshake and embrace between David Granger and myself as leaders of an Alliance slate. Street people that it's the "Dagga/Nagga" combo.

Looking shaken and frightened, Clement Rohee saw the Accord for National Unity as AFC signing its death warrant. He threatened: "who ain't dead, will be badly wounded".

Rohee is national security minister and he ought to be taken seriously. Under his watch, peaceful protesters have been shot and killed, and innocent rice farmers tear-gassed, one stripped naked, then hauled away to the lock-ups.

But we didn't expect the AFC-mania to infect Junior Minister Edghill, who ripped the Bible apart when he described the mighty Moses and brave David as "betrayers". He has clearly gone over the edge.

However, it was Ramsammy, a third minister, who got bassidy over AFC's alliance move, and tripped over himself, saying that the Coalition has enhanced their chance for a win on May 11, then quickly retracted and denied what was at first an honest opinion. Like Urkle, he was heard murmuring all day: "did I say that?"

AFC-APNU or APNU-AFC alliance is right now the biggest show on the road. United slates worked in Sri Lanka and, just today, in St. Kitts-Nevis.

It will win for all Guyanese on May 11. It will win big!

Reasons for No Confidence motion against the Guyana Government

It was on the Order Paper for debate, and passage, on November 10, 2014. But the minority PPP government, out of fear of those 10 tiny words, shut down Parliament by a Presidential Proclamation, styled “Prorogation”.

Guyanese hardly knew that word before. But they are now seeing widespread condemnation of the PPP’s action, many seeing it as cowardly, as anti-democratic, as dictatorial.

Even present “comrade” like Joey Jagan and former leader, Ralph Ramkarran and colleague Henry Jeffrey, have come out against the prorogation, and have joined the call for Parliament to be re-convened.

The PPP, which under Ramotar lost its majority in the National Assembly in 2011, has now found itself almost totally isolated on this issue. The major Western partners have warned that Guyana is stepping out of the folds of democratic states. Caribbean press concluded that whilst the PPP government was elected, it has now lost legitimacy. This is not a good place in which a minority government should find itself.

President Ramotar is buckling. He knows that he could lose two years of his term, in much the same way that Mrs. Janet Jagan lost hers, and was forced by pressure politics in 1999 to hand the country over to her worse nightmare – Jagdeo.

He has indicated that he would limit the prorogation period and, also, he has summoned the Opposition Leader to talks. But all too late, as no decent Opposition would talk whilst their Parliament is shut down, or under political duress. The combined opposition has said: “no parliament; no talks”. They would raise the tempo: “No Parliament; No Government”.

10 COMMANDMENTS
It is now timely to explain why those historic 10 words have been used as a commandment for the government to go.

Basically, it captured and reproduced one of the Ten Commandments: “Thou shall not steal”.

That was the immediate, underlining reason, for the no confidence motion which I first floated during July 2014 on my Facebook page as a rhetorical question. People responded that it was a good idea.

At that time, we were confronted with a situation in which the Government spent $4.5 billion without the approval, in defiance of the opposition of the National Assembly, and in violation of Articles 217 to 220 of the Guyana Constitution, which prohibit unauthorized and illegal spending of public monies.

The minority PPP Government had thrown down the gauntlet. It would not obey the National Assembly, nor be accountable to the House. It was declared that the PPP would disobey the Guyana Constitution that commands government to spend the people’s money only with parliamentary consent. Parliament is the keeper of the people’s purse.

The AFC lodged a complaint with the Commissioner of Police that the Minister of Finance has violated the law, and that he has committed an unlawful act for which he ought to be prosecuted. Up to this time, no charges have been laid against the Finance Minister.

A Partnership for National Unity by motion sent the Finance Minister before the Privileges Committee of Parliament for him to show cause why he should not lose his seat or be prosecuted. But, predictably, the PPP circled the wagons.

It considered as an Untouchable the Finance Minister, just in the same way that it cuddled the Home Affairs Minister when three peaceful, unarmed, protesters were shot and killed in Linden and, more recently, vouched for the integrity of the cuss-bird, Chatree Attorney General, when he intimated that an independent, non-government newspaper would be attacked and innocent persons would be harmed.

The prorogation shut down the tribunal, and the Minister remains at large, a free man. Unlike Watergate, when sanctions were finally imposed, All the President’s Men are out there – handing out state vouchers to needy parents, spewing silly excuses for the President’s uncouth behavior, and unleashing feral blasts against the opposition on state media, in what must be a pre-election jaunt.

CONSTITUTIONAL PROTECTION
The Guyana Constitution provides protection for the people against a rogue government that would violate the law and the Constitution itself with impunity. Article 106 (6) states:
“The Cabinet including the President shall resign if the Government is defeated by the vote of a majority of all the elected members of the National Assembly on a vote of confidence.”
New general elections should then be held within three months.

But President Ramotar made a pre-emptive strike. He shut down the Parliament on the day he re-convened it. He ran from the No Confidence Motion. I was to use cricket parlance on that day when I said that the no confidence motion was like a bouncer. And Donald Ducked. It was my nephew, Mahendra Nagamootoo, a former national and West Indies bowler, who gave Ramotar’s action that spin.

OTHER MAJOR VIOLATIONS
But illegal spending was just the immediate cause. There must be 101 other reasons, many for constitutional violations, why this government must go.  ·

o Denial of Local Government elections last held in 1994;
•   Refusal by the President to assent to opposition Bills;
•   Failure to set up Public Procurement Commission to check corruption;
•  Non-appointment of a Chairperson for the Integrity Commission to probe funds of public officials;
•  Diversion of billions in public funds to NICIL and retention/spending of same without parliamentary approval or scrutiny;
•   Giveaway of television and radio spectrum to cronies of the regime;
•   Misuse of state resources and media for partisan, PPP party propaganda purposes;

•   Complicity in plot to discredit and destroy the character of the Speaker of the National Assembly.

Guyanese would add to this “Crime List” the lack of protection from widespread crime, joblessness, and despair leading to drugs abuse, suicide and migration.

The PPP can no longer use prorogation as a fig leaf to cover its incompetence and misrule.

Gov't to challenge Opposition committee vote in court

The government is heading to court to challenge the constitutionality of an opposition move in parliament which has left it with less committee representation than it believes it deserves.

At his weekly post-Cabinet news briefing on Wednesday Cabinet Secretary Dr. Roger Luncheon said they will be addressing the matter at the parliamentary and judicial levels.

“Motions have been drafted and I suspect have already been presented at the level of parliament questioning those decisions and requesting the House to declare them null and void. The governing party is approaching the constitutional court to have those same remedies provided,” he said.

Contacted afterward AFC Chairman Khemraj Ramjattan said that it was well within the ambit of the parliament to decide on the composition of the committees.

“Judges ought not to be deciding on matters in the legislative since the constitution leaves the matter up to the members of parliament,” he stated.

According to Ramjattan, if it is a case that they are in breach of the constitution then he is glad that the government is heading to court and not “terrorising” the opposition like they are doing with the Guyana Cricket Board.  

AFC Executive member, Moses Nagamootoo expected the government to have its "merry way" in court unless it could prove that parliament's vote has violated the constitution or other law. "We will welcome any challenge that he (Luncheon) may wish to raise in and outside of the courts on this issue."

Nagamootoo accused the PPPC of using the court to play delaying tactics in holding up the work of the committees. "The fact is that do so is, I believe, a filibuster is to prevent the committes from being formed, to prevent the committees from working, and to sabotage what could have been a new and exciting journey working parliamentary democracy in Guyana," he said.

The issue at hand is the AFC and APNU on February 10 voting to change the membership of the committees from 10 representatives to nine with the PPP/C and APNU having four each and the AFC one. The ruling party which has the most seats in the House but one less than the combined opposition was in favour of 10 representatives per committee with it having five, the APNU four and the AFC one.

But the opposition MPs said the government’s proposal would lead to gridlock and they used their one seat majority to defeat the PPP/C motion and ruled that the Committee of Selection would have nine members.

On Wednesday Dr. Luncheon said the opposition’s imposition violates the “principle of proportionality of parties” and their seating in parliament and in committees of parliament.

According to Luncheon, the collaboration between the parliamentary opposition parties was leading o grossly unprincipled actions. He added that it was a betrayal of parliamentary norms and an abuse of constitutional provisions.”

At the last sitting the PPP/C government had argued that it should have the largest representation on the committees since it won the most votes at the November 28 polls.

“Whether there is a combined opposition or not is of no relevance now, the issue is the strength of each party and there is not a minority on the government side. It is incongruous to think of a party that gets 49.230 percent of the votes having the same number of seats in a committee, four, as the party that got 40 percent of the votes (APNU) and therefore one has to deal with balance and fairness,” government MP Gail Teixeira had argued.

The combined opposition parties had also maintained their position on the nine-member composition of the other committees when the Committee of Selection met recently and Dr. Luncheon said the Cabinet is “unwilling to accept the dispensation and was inclined to confront the wrongdoings.”

Former PPP Minister Henry Jeffrey Joins APNU

In a sign of the changing public consciousness of Guyana former PPP Minister Henry Jeffrey who was part of the government up to 2010 has joined APNU.


Jeffrey,like Nagamoootoo, is a seasoned political thinker and one who has served Guyana faithfully for decades. Jeffrey who started political life in the PNC and then left quietly for principled reasons later joined the PPP and was part of the cabinet from 1992-2010. Last year he was ousted from the cabinet and offered the post of Ambassador to Suriname. He refused this post and went back to teaching and research.


As far as I know, he never made any public comment on the reasons why he was removed from the cabinet.Now he has made public his new political views. The following is a quote from Stabroek News


"Jeffrey has endorsed the party[APNU] in his weekly column which is published in today’s edition of the Stabroek News. “Given my political stand, I must support the APNU because of all the parties, it comes closest to my demand for radical constitutional change to introduce a more equitable and participative governance arrangement,” he says. 


 Further, he says that the party has a good chance of preventing the PPP/C from gaining fifty percent of the votes cast if it is able to: “turn out every single traditional voter of its constituent parties; win significant quantities of Amerindian votes and strategically monitor every single polling place from the beginning to the very end of the election day process”.


Jeffrey is part of the group in Guyana who are willing David Granger and APNU to go beyond traditional Guyanese ' wiinner take alll' lpolitics and move beyond into a new political consciousness  which takes into serious account even the smallest grouping of voters.


As I have written in my article 'Looking at the Numbers' I strongly believe that APNU will easily get the majority of votes and together with AFC easily approach 60% of the electorate.APNU
