Granger promises UG students better funding and a Law School in next few years

The chronically cash-strapped UG needs a quadrupling of the subvention it receives from government to adequately cover its operation but , APNU+AFC Presidential candidate David Granger told students during a presentation earlier this evening.

He did not say that government, even a APNU+AFC government, could finance a four-fold increase in the subvention, though he is convinced that “it is impossible to provide the sort of funding (needed) from donors.”

Continuing he said “it cannot come from the students…it has to come from the state.” The presentation was planned by the University of Guyana Student Society (UGSS) in the university’s George-Walcott Lecture Theatre (GWLT).

In an interview following the presentation Granger told Demerara Waves that he would only be able to give specific numbers when the coalition gets into power and becomes intimate with the state’s accounts.

In recent times, UG has encountered major difficulties paying salaries and utility bills.

He also promised to pull political appointees from the university’s Council, substituting them with academia-oriented individuals possessing the capacity and vision to improve the university. The presence of party members on the university’s Council has been a sore point for several years but tonight Granger said “We need a Council of persons committed to higher education, who will sit down and make academic decisions to make sure that this university gets what it needs …”

Peoples Progressive Party Civic (PPP/C) members to the Council include former government minister Bibi Shaddick, who also serves as the university’s Pro-Chancellor, and Presidential Advisor Odinga Lumumba.

Current and prospective law students will be happy to know that the APNU + AFC coalition will also seek to establish a local law school, thus enabling UG LLB graduates to pursue their Legal Education Certificates (LEC) in Guyana, as opposed to being required to go to Hugh Wooding Law School (HWLS) in Trinidad and Tobago.

“I cannot say that it is something that can be achieved in the first year or two…but in the first five years…law student can look forward to completing their LEC in Guyana,” Granger said.

Currently only UG’s top graduating 25 LLB students are guaranteed entry into HWLS yearly. All others must sit the entrance examination which is very competitive as Guyanese must compete with LLB holders from all across the Caribbean. Further, as of last year, law students continue to labour under less than adequate certainty that the agreement which facilitates their automatic entry into HWLS will continue to stand.

Tonight’s engagement comes following weeks of failed attempts on the part of UGSS to get the presidential and prime ministerial candidates of the major political parties – APNU + AFC coalition and the PPP/C – to engage in a debate before UG students.

UGSS President Joshua Griffith informed his executive earlier this week that the PPP/C has “indicated that the only debate they have committed to is the Private Sector Debate and they will be moving forward in that direction.”

The PPP/C’s apprehension to partake in such a debate is likely linked to the adverse reception its candidates sustained during a pre-elections debate at UG in 2011. Another engagement is planned for Tuesday at 14:00hrs between students and the presidential candidate of The National Independent Party (NIP), Saphier Hussain.

I would “have (had) to be a very reckless politician not to come to speak to students…especially just five days before” elections next Monday,” an enthusiastic, and often humorous Granger said to the students.

During the question and answer segment Granger was asked to explain why APNU and AFC cut amounts intended for Student Loans for part and continuing students at the university. Last year, the parties combined to cut more than $30billion from the initially $220billion 2014 budget.

He told students that while the parties were not desirous of cutting all of the amounts that were eventually taken out, some allocations they opposed, such as money intended for the National Communications Network (NCN) and the Guyana Information Agency (GINA), were “bundled” with amounts with which they approved of, such as $450million for student loans.

On the day the amount was cut, and for days following, the opposition parties continued to explain to the public that they did not want to cut the amount, but that their hands were tied. They also said that they would approve the amounts immediately if it was brought back “unbundled” from contentious line items. Several students remarked “ohhhhh, following Granger’s explanation, while one other shouted “we understand, we forgive yuh.”

Granger was also asked to explain what he planned to do to enforce the constitutional provision which speaks to free education from nursery to tertiary institutions. This is set out in Article 27 of the Constitution of the Cooperative Republic of Guyana. He noted though, that while he is in support of, and would again support free education in the manner described, the relevant Article is not enforceable in the courts

Easter Memories

This Easter weekend in Guyana,my homeland,thousands of people,young and old will turn out to fly kites.It is a vivid kaleidescope of color and light,a warm,friendly family outing that give many children an important bonding experience with their parents.

I have been unable to find the origins of this national event in Guyana. None of the neighboring countries in South America and the Caribbean have similar mass kite flying. It has been suggested that Guyanese kite flying is their way of celebrating the risen Christ.In multi-cultural Guyana Kite flyers are not only Christian but Muslim and Hindu.Our nation of six peoples have among them people who originally came from China and India--two countries which have long kite flying traditions.

In Jamaica, where I lived for many years, Easter is associated with bun and cheese eating.The Easter Bun is loaf sized and spicy. Our minds have tremendous associative power.Easter brings images of kite flying,Palm Sunday processions,Hot Cross Buns, Good Friday Fish meals and Jamaican Easter Buns. This is a fusion of my years in Guyana and Jamaica.

Guyanese hot cross buns are small and round with a cross on them.I guess we inherited them from our British masters.As Easter Weekend kite flying is unique to Guyana so are Jamaican Easter Buns which, as far as I know ,are only available in Jamaica or in large Jamaican communities.

My mind goes back to the 80’s when I watched in fascination as our ‘helper’ Maureen made Easter Buns. It was a production that included stout,raisins,eggs,mixed spice,nutmeg and cinnamon.Jamaican Easter Buns are traditionally eaten with processed cheese available in large cans.

My childhood memories of kite flying Kite Flying in Guyana are of getting up at 5 a.m to be ready by six o’clock so that we could get a good space on the sea wall that protected the city of Georgetown from the Atlantic. My mind dredges up snap shots of a stark blue sky filled with many thousands of colorful dots swaying in the Atlantic breezes. Thre are other shots of long kite tails sky dancing,buzzing falling kites, the thrill of reeling out twine,hoisting kites,tangled twine and kite tails.

Many societies claim to be the first kite flyers –China,India and the South pacific islanders are among the most persistent claimers.The most famous kite flying story I know is about is Ben Franklin’s experiment to prove that lightning is electricity by flying a kite in a storm. Please don’t attempt to replicate this dangerous experiment!

This Easter Guyanese around the world will bond if you mention kite flying.For Jamaicans wherever they live Easter will not be Easter without bun and cheese.Simple images,everyday actions that bring people together making them feel special.

Granger to make Corentyne the “cutting edge” of the economy".


The APNU+AFC Coalition on Sunday unveiled several policies and offered assurances that it would put in place if it wins the next elections.

The party took its Unity Rally to the Corentyne Village of Whim and brought out thousands of Berbicians and other citizens.

Both David Granger and Moses Nagamootoo, the coalition’s Presidential and Prime Ministerial Candidates respectively promised residents that not only will an APNU+AFC government make the Corentyne safer with special emphasis on piracy but will make the region the “cutting edge” of the economy.

Crime has been one of the major issues affecting the Corentyne region for years.

The coalition also promised a possible 50% reduction in the Berbice Bridge toll and continued support for the sugar and rice industries along with other entrepreneurial initiatives. The coalition made it clear that the sugar industry will not be closed.

Granger paid special attention to security and said the ruling Party has taken Corentyne for granted for way too long, regarding it as a
vote farm while the region continues to suffer at the hands of criminals. He said residents have been migrating in droves to other parts of the country and across the world.

He promised to tackle the high incidents of traffic accidents, eradicate piracy and improve police response time to emergencies and everyday criminal activity.  


“I have come back to Corentyne with a sense of vision to clean up this mess that the PPP has left,” Granger said as he rolled out his own plan for economic development of the region and the country at large.

Mr. Granger reiterated his plan for improvement of education. He said the APNU+AFC plans to create value added enterprises which is expected to increase employment and generate more revenue. He said Corentyne is an unhappy place for many with the frequent incidents of suicide but noted it is an issue an APNU+AFC government will also seek to address.

Meanwhile, Mr. Nagamootoo who defended his political career as one characterized by honesty and humility told the home crowd that the coalition will formalize a code of conduct for all its ministers and public officials to ensure they serve the will of the Guyanese people with respect.

He promised too that the coalition will set a date for the holding of long overdue local government elections, increasing public servants salary by 10% and increase old age pension within the first 100 days in office.

Nagamootoo also spoke of opening lands in the region for various types of agricultural initiatives. The coalition speakers were adamant that the ruling Party has mismanaged the country and fostered racial hostility but says its national unity government will deliver a better life for all Guyanese.

APNU AFC team unity willl be in the USA this weekend

TEAM UNITY IN USA: Over this weekend APNU+AFC team unity Guyana will be in Florida, New Jersey, and in New York on a meet and greet elections tour.



I will join Presidential Candidate David Granger for events in Brooklyn and Queens, where thousands of Guyanese live. 

On Sunday, between 2 and 5 pm, we will attend an open forum at the Narissa Palace, 116-36 Rockaway Boulevard, between South Ozone Park and Richmond Hill.

We will share our plans for investment, and concessions for Guyanese who wish to return to Guyana.
Guyanese in the diaspora have requested meetings with the Coalition, which is certain to be the new government after May 11, for us to say what are our plans to tackle the crime and unemployment situation, and to fight widespread corruption. 

I am hoping to re-unite not only with family members, but with friends and old comrades. 
It is time in Guyana for a Government of National Unity!

Let The Power Fall on I



The average Guyanese voter will wake up on the morning of the 11 May 2015 with the fate of the new Guyana in his or her hands. As she or he brushes the teeth and looks in the mirror thoughts of the power of this day will flow into that voter’s mind. That voter will have to face up to the two greatest barriers preventing the average person from achieving success—fear and doubt.

I love a song made by Max Romeo in Jamaica in the early 70’s. (This will make the young see me as a fossil!). It was the song that awoke the masses of Jamaica and propelled Michael Manley and the PNP to power in 1972. It was called ‘Let the power fall on I’  ( Lyrics here )It is a tremendous invocation—a calling of the supreme power to flow through one.

So as I see this voter pondering about the day I hear in my mind:
Oh, let the power fall on I, far I

Oh, let the power from Zion fall on I

The ruling party has put its faith in the power of manipulation. It is quietly confident that it has put overwhelming fear into those of its supporters who were thinking of voting for APNUAFC. It is also confident that it has put doubt into the minds of some possible APNU AFC voters. ‘There is no point in voting. Don’t think of voting for the opposition. We have got this thing sewn up. We have won before.’

Today, dear voter Guyana needs you to be strong, to have courage, to stand up for yourself, your loved ones, for your country. Go beyond fear. Go beyond doubt. Become a winner. Join the winning team-APNUAFC. You hold the power in your hands to transform your life and your country.

I linked my dream for a decent, disciplined, secure and prosperous Guyana with President David Granger and Prime Minister Moses Nagamootoo. I was part of history. I believed in winning. I destroyed fear and doubt. I thought for myself. I did not let my mind be manipulated.

The man of death... aiming at your dream

Martin Carter wrote this famous poem in 1953 about the British invaders aiming at the dream of Guyanese nationhood.

AS Guyanese seek to understand the assassination of one man with bullhorn struck down at night on a lonely road Martin's words echoed in my head. The forces of darkness as David Granger aptly said have struck him down. They were aiming at his dream, our dream--a free, happy open, united society.

Let us examine Courtney Crum -Ewing's last few months of life. What images spring to mind? 

A one man protest against the nation's leading law maker - the Attorney General.
Crum-Ewing was expressing his shock that the nation's law maker was threatening extra judicial killing. The AG  was suggesting that rich people like him did not have time to use the normal rule of law. The elite in charge of the country just had to pick up the phone and the problem would be solved. I suppose that he meant that a 'hit' would be arranged and the crime syndicate would punish the offender with 'execution'. (see transcript)

The foul language call initiated by the AG also had the theme of disrespect to women. The AG began the call by asking for the name of the female reporter because his uncle wanted to have sex with her. The conversation ended with the AG trying to force the reporter to give the name.

Although Courtney was alone most of the time there were occasions when others joined to express the shock of the society and to call for the AG's dismissal. The President did not call on his minister to resign focusing on the taping of the conversation calling it 'illegal' . So again two pictures of law. 

Even though three members of his party expressed shock at the AG's disrespectful comments about women, he failed to say anything about this, The society filed this response  with the disgraceful way in which former First Lady Varshnie Singh was treated by former President Bharrat Jagdeo.

So we have images of two kinds of law--the regular one with police investigation and court procedures; the other one -that of crime syndicates and the narco criminals.
Courtney expressed his purpose in protesting in these words.

“It is the arrogance of those in authority that motivates me…How can the President profess that they all stand in solidarity with a man who clearly has no respect for the women of his country?”
He went on to say, “If you listen to that tape, it is appalling. I let it play in public transportation that I use every day and people listen to it.”
When asked what he expects will be the result of his picketing exercise, the man told this newspaper that he expects Nandlall would resign at some point. Crum-Ewing expressed that “Guyanese are very aware of the lawlessness and we are fed up…  It is just that the political culture does not allow the average Guyanese to express themselves without being victimized.”

We also have an images of a ruling elite from Queen's College and from super rich people. Alyssa Trotz has written in Stabroek News asking which QC image the AG was projecting. Also many outstanding QC students have signed a letter expressing solidarity with their OC comrade Courtney .  So on one hand we have a foul mouthed man with no respect for ordinary people and the regular law contrasted with a man who was a patriot and principled.

Courtney's killing happened in a context where a Presidential advisor Kwame Mc Koy twice disrupted meetings designed to bring out more youth voters. Also former President Bharrat Jagdeo urged the present President to 'kick some asses'.

We have images of reckless , crude force. We have pictures of shutting up free expression.

Courtney was one voice but the crime elite saw him as a deep threat. They sent their people to destroy his mini bus. Sadly people saw this intimidation but did nothing. The police took him in for questioning after he used the washroom at the AG's building.

Again an image of the law out of place. The police not doing what was expected in a normal law abiding society. 

So Courtney stood alone with a fog horn urging people to come out and vote--to defeat the powers of darkness with love, imagination and creativity. Guyanese have to be clear, firm and courageous. Hold fast to the dream of a united society attracting peace, security and abundance.

APNU+ AFC plan for educational renewal in the Rupununi

Guyana’s major Wapishana communities have come out in support of a plan for educational renewal in the Rupununi (Upper Takutu-Upper Essequibo Region, No. 9).

APNU+AFC Presidential Candidate, Brigadier David Granger heard residents’ concerns and complaints about their children’s education, the lack of trained teachers in schools, insufficient secondary school places, long distances children have to walk and absence of internet connectivity.

Brigadier Granger said that an APNU+AFC administration would make education a priority. “Education is linked to employment, employment is linked to enterprise and enterprise is linked to economic prosperity.” He reiterated his promise to establish a Rupununi Technical Institute and a Rupununi Agricultural Institute to provide appropriate post-secondary education for students.

The Presidential Candidate told Rupununi residents that the current education system, after more than twenty-two years of the People’s Progressive Party/Civic governmental incompetence, was failing their children. Seeing an empty room that should have been equipped as a computer laboratory in Awarewaunau village, Granger asked, “What’s the point in building libraries without books and internet and computer labs without internet connection?”

Brigadier Granger said that access to the information super highway was essential and central to his administration’s education policy. He told the residents that, without information technology, they could not receive the quality information, communication and education they desired and deserved. He promised that, under an APNU+AFC administration, distance education would enable students to pursue degree and diploma courses at the University of Guyana.

Brigadier Granger led the five-day campaign to Achawib, Aishalton, Awarewanau, Katoonarib, Potarinau, Sand Creek, Sawariwau, Shea and Shulinab and other mainly Wapishana villages where he was greeted enthusiastically by residents. He was accompanied by Vice-Chairman of the People’s National Congress Reform Dr. George Norton, Executive Member of the Guyana Action Party (GAP), Mr. Muacir Baretto and Executive Member of the Alliance for Change(AFC), Ms. Valerie Garrido-Lowe.

Granger promises cheaper, more efficient electricity

A United Slate will win in Guyana--Moses Nagamootoo

AFC-mania afire! Well, it has caught on at last, that AFC is leading the change, not only of a minority government, but in the way detractors see us. AFC has taken centre-stage before but especially after the Valentine Day (Cummingsburg) Accord, and more particularly after the historic handshake and embrace between David Granger and myself as leaders of an Alliance slate. Street people that it's the "Dagga/Nagga" combo.

Looking shaken and frightened, Clement Rohee saw the Accord for National Unity as AFC signing its death warrant. He threatened: "who ain't dead, will be badly wounded".

Rohee is national security minister and he ought to be taken seriously. Under his watch, peaceful protesters have been shot and killed, and innocent rice farmers tear-gassed, one stripped naked, then hauled away to the lock-ups.

But we didn't expect the AFC-mania to infect Junior Minister Edghill, who ripped the Bible apart when he described the mighty Moses and brave David as "betrayers". He has clearly gone over the edge.


However, it was Ramsammy, a third minister, who got bassidy over AFC's alliance move, and tripped over himself, saying that the Coalition has enhanced their chance for a win on May 11, then quickly retracted and denied what was at first an honest opinion. Like Urkle, he was heard murmuring all day: "did I say that?"


AFC-APNU or APNU-AFC alliance is right now the biggest show on the road. United slates worked in Sri Lanka and, just today, in St. Kitts-Nevis.


It will win for all Guyanese on May 11. It will win big!

APNU expresses great sorrow at Mandela’s passing


THE main Opposition A Partnership for National Unity (APNU) has expressed “great sorrow” at the passing of Rolihlahla Nelson Mandela, former President of South Africa and an icon in the struggle for peace and justice around the world.

APNU, in a condolence message, said Mandela was a leader whose transformative life became a symbol of resistance and triumph over racial segregation and all forms of institutionalized apartheid.

“Nelson Mandela never wavered in his devotion to democracy, equality and learning. Despite terrible provocation, he chose forgiveness instead of hate. His life has been and will continue to be an inspiration to all, who are oppressed and deprived, to all who are opposed to oppression and deprivation "

Gov't to challenge Opposition committee vote in court

The government is heading to court to challenge the constitutionality of an opposition move in parliament which has left it with less committee representation than it believes it deserves.

At his weekly post-Cabinet news briefing on Wednesday Cabinet Secretary Dr. Roger Luncheon said they will be addressing the matter at the parliamentary and judicial levels.
“Motions have been drafted and I suspect have already been presented at the level of parliament questioning those decisions and requesting the House to declare them null and void. The governing party is approaching the constitutional court to have those same remedies provided,” he said.
Contacted afterward AFC Chairman Khemraj Ramjattan said that it was well within the ambit of the parliament to decide on the composition of the committees.
“Judges ought not to be deciding on matters in the legislative since the constitution leaves the matter up to the members of parliament,” he stated.
According to Ramjattan, if it is a case that they are in breach of the constitution then he is glad that the government is heading to court and not “terrorising” the opposition like they are doing with the Guyana Cricket Board.  
AFC Executive member, Moses Nagamootoo expected the government to have its "merry way" in court unless it could prove that parliament's vote has violated the constitution or other law. "We will welcome any challenge that he (Luncheon) may wish to raise in and outside of the courts on this issue."
Nagamootoo accused the PPPC of using the court to play delaying tactics in holding up the work of the committees. "The fact is that do so is, I believe, a filibuster is to prevent the committes from being formed, to prevent the committees from working, and to sabotage what could have been a new and exciting journey working parliamentary democracy in Guyana," he said.
The issue at hand is the AFC and APNU on February 10 voting to change the membership of the committees from 10 representatives to nine with the PPP/C and APNU having four each and the AFC one. The ruling party which has the most seats in the House but one less than the combined opposition was in favour of 10 representatives per committee with it having five, the APNU four and the AFC one.
But the opposition MPs said the government’s proposal would lead to gridlock and they used their one seat majority to defeat the PPP/C motion and ruled that the Committee of Selection would have nine members.
On Wednesday Dr. Luncheon said the opposition’s imposition violates the “principle of proportionality of parties” and their seating in parliament and in committees of parliament.
According to Luncheon, the collaboration between the parliamentary opposition parties was leading o grossly unprincipled actions. He added that it was a betrayal of parliamentary norms and an abuse of constitutional provisions.”
At the last sitting the PPP/C government had argued that it should have the largest representation on the committees since it won the most votes at the November 28 polls.
“Whether there is a combined opposition or not is of no relevance now, the issue is the strength of each party and there is not a minority on the government side. It is incongruous to think of a party that gets 49.230 percent of the votes having the same number of seats in a committee, four, as the party that got 40 percent of the votes (APNU) and therefore one has to deal with balance and fairness,” government MP Gail Teixeira had argued.
The combined opposition parties had also maintained their position on the nine-member composition of the other committees when the Committee of Selection met recently and Dr. Luncheon said the Cabinet is “unwilling to accept the dispensation and was inclined to confront the wrongdoings.”

Opposition Leader calls for better management of hinterland secondary schools



Opposition Leader Brigadier David Granger has called for an immediate, independent investigation into the administration of hinterland secondary schools, especially those with dormitories. The call came in the wake of recent reports of misconduct by teachers and students and of dangerous mismanagement by the Ministry of Education.

Granger pointed out that severe and chronic administrative problems have hampered education of the students in many regions. About 2,500 students currently live in state-run dormitories throughout the country – from Hosororo in the Barima-Waini Region to Aishalton in the Rupununi Region. There has been scant remedial action on the problems over the years and there seems to have been no significant improvement in the management of the dormitories.

Parents from Ituni only this week staged a protest over the poor conditions at the Kwakwani and Linden Foundation secondary schools’ hostels that house their children who, they said, have been victims of physical violence and sexual abuse. A teenager, in one case, returned pregnant to her home community. This week, also, members of the Parent Teacher’s Association and residents of Port Kaituma protested against the “deplorable” conditions at the community primary school, calling on the administration to repair the unsatisfactory toilets in the compound.
The deaths of several students, which have not been satisfactorily explained or investigated, have been most distressing. It was recalled that three pre-teen girls perished in a fire which destroyed the female dormitory of the Waramadong Secondary School in September 2008.  The male dormitory and a library of the Bartica Secondary School were destroyed by fire in December 2007.
A 13-year-old student of the Charity Secondary School was found hanging in the washroom of the school’s dormitory in an ‘apparent suicide’. A 15-year-old girl of Saint Ignatius Secondary School was found hanging from a Juniper tree in September and, in November last year, the decomposing bodies of three students from the Aishalton Secondary School, were dug out from an abandoned mining pit, one week after they were reported missing.  Reports of sexual molestation of students by two teachers of the same school had been investigated only two months earlier.
Health and nutrition have suffered.  Officials at the Port Kaituma Secondary School were forced to send home the children who use the dormitory because of a lack of food in March 2010. Eleven children from the Three-Mile Secondary School dormitory were rushed to the Bartica hospital suffering from bouts of vomiting and diarrhoea believed to be as a result of contaminated water in September 2009.
Drug abuse has been another problem. A former Minister within the Ministry of Education, acknowledged the use of marijuana at the Waramadong Secondary school, explaining that “the use of marijuana in schools is prevalent in almost every region.”
Brigadier Granger warned that, as the 10th Parliament starts it work after 19 years of PPPC administration, the Opposition will have no tolerance for the sloppy management of the nation’s hinterland schools. He insisted that the time has come to improve the conditions in hinterland schools in order to protect our nation’s children from abuse.
